UNION, POLICY AND MEMBERSHIP OF THE MEETING
(COSPAR)

PREAMBLE
The exasperation of the population Reunion is justified by a beam of objective factors that contribute to a deterioration of purchasing power and living conditions of our citizens. In
pricing shows that over the period 1997 to 2007 prices Rèunion rose 37% while At the same time they increased by only 30% in France.
tax exemption policies have led to a slowdown in wages
The state has its share of responsibilities, including setting the minimum wage and aid policies
52% of the population below the poverty line , against 18% in metropolitan
50% of the population in 2006 had an income below 690 €
10% of the lowest incomes were lower in 2006 to 390 €
There is also an unacceptable wage inequality between men and Women: A Reunion worker earns an average of 90% salary of her male counterpart

AND PRICES PURCHASING POWER

The project supported by the Platform responds to the immediate while preparing for a sustainable future. Sustainable development of Reunion will be if and only if the entire population becomes an actor of the concept. Why it is imperative to address the structural weaknesses of particular conjunctural and our society.
Nothing can be done as it will not solve the problem of poverty in our society Reunion, in fact 52% of our population is living below the recognized poverty line. That is to say less than 690 € per month. Among them, 80,000 are living with less € 390 per month or € 12.58 per day.
Concretely this means difficulty in feeding, housing, transportation, medical care and to provide the best education for his children. This context creates the conditions for growing pain in individuals and families. This crisis is bringing a radical change of posture on the part of government is to take account of our societal problems and our proposals.

We offer solutions to address weaknesses:

I) act on prices:

urgently:

1 / A drop of 20% on products commonly consumed include: • 500
Consumer goods (5 references for the 100 products selected)
• Invoices for water, sanitation and a study for a single fare on the Department
• Rent and lease expense
• Electricity Bills
• Leisure, culture and metropolitan press, foreign ...

2 / For other services we ask

• A decrease of 5 euros on the gas cylinder
• Free tickets for public transit for job seekers, students, retirees, and people have tested benefits.
• The alignment of ICT on prices in France (telephone, internet ...)
• The immediate loss of 10 cents in fuel prices
• Free tickets as part of the job search training of family tragedies for people living below poverty line.
• Lower tariffs and the alignment of banking services with those of the metropolis

In Sustainable

1 / fight effectively against monopolies, cartels, oligopoly and the practice of exorbitant margins.

Beforehand we ask

• A radiograph trade Reunion
• Conducting an inventory of competition Reunion (monopoly / oligopoly), control of abuse of dominance.
• Transparency on the mechanisms of price formation, trade margins in the areas of goods and services (explanation on prices)
• A permanent and unexpected compared with prices in the metropolis.
• An assessment of sources and their impact on prices
• Transparency on family ties and financial between firms Reunion

And we call for durable solutions including: • Freezing

and continuous monitoring of prices of 500 consumer items
• A shift in sourcing to lower all Price
• An endowment of the competent authorities of the technical, legal and investigation (Control and Punishment)

COSPAR says it is the duty of the State to protect our population from the consequences of dual structural economic crisis we live. For this, it is his responsibility to make a real price controls and set the margins of commercial enterprises.

HOUSING

to the meeting the report is as follows:

► households: 257,000 households Reunion
► Private rental housing in: ►
56 000 rental housing office: 49 673 Beneficiaries
► Allowance Housing: 86 900
Amount: 242 million Euros
► demand for housing in suffering: 26,000

The housing needs:

► New housing provision: 7,500 dwellings per year
► unhealthy to eliminate: 20 000
► Council housing to be rehabilitated: NC

production of social housing faces a stronger political and ambitious. Housing must be managed as a public service.

In Reunion we see the inadequacy of the production capacity to demand not to mention the territorial imbalance.

Housing policy does not stop with the stone, it also concerns aid to people.

80% of the meetings are eligible for social housing.

The rate of effort for Reunion housing applicants are becoming more and more unbearable And they increased abnormally and reach levels exceeding 30% per household.
They are excluded from social housing applicants who are in situations of no return
Public intervention must take its share of responsibility. This is part of the fight against exclusion.
It is time to take into account the realities and tragedies that affect thousands of meetings, all social groups, young or elderly.
What dignity to humans homeless, forced to live in substandard housing, to live in overcrowded housing are totally unsuitable, broken lives, children without benchmarks?

We do not want this meeting there for our children. It is time that changed!
To do this the government must engage in a fast and sustainable financial resources additional features tailored to our Department.

Cycle the jinx

Well, I just spent at least 10 days without internet. World Cup say!
meantime I took the opportunity to lose my wallet (my job and my apartment was logical), to go after the Red Sea and in the desert (everything with my step-sister), for get a job in a shooting for a crappy movie and Egypt to find an apartment . Our roommate
Egyptian which shall remain nameless (I do not want him to be problems with the secret services of the old Mubarak ) suddenly has the right to live with girls. Western moreover (implying whores). What audacity my good friend! Finally it's easy to find an apartment ... When we stretch a little dough.
Seriously, here we find apartments in 4-4-2. There are only getting around town and ask people, there is a series of gus familiar with a " Bawab " (doorman building) or " Simsar " (realtor) dégottent of greasy spoon that in a jiffy.
So now, we live near the center in a nice neighborhood. Here is broken teeth, racks ramshackle, wooden legs, bloated faces some good short champions. But it is ultimately you pay less than before and people are cool. There are markets in every sense, everyone has something to refourguer our Bawab and his family who live under the stairs to five on the ground floor (like all Bawaba ) are fully unleashed, they screaming for a yes or a no but I think they appreciate us (it's very subjective, most of the time I did not catch half of what they tell me) .
was a small mosque in jail just as the muezzin pif with not really pavarotesque who made the call amid feedback, it looks a little " Rodeo Machine " under Islamic mint tea said ... The big
deal is cockroaches chtedis , what a nightmare! By tens and twenties the son of ... Exterminate it, but it is resistant gauze such crap there. So between the trip to the sea and the trip in the desert, it was a Great Week winner. We moved after moultes palaver, tantrums, heated discussions with the ten people involved in the deal ! Both
the apts are easy to find, as negotiations with all the intermediaries are puzzle balls! And with all that, we still have not had the honor of meeting our landlord ... And we must share the apartment with fucking cockroaches! There is no internet either. It works not in our area yet. I do not really understand why. Then I forgot my wallet in a shop. 5 minutes. Enough to make me shoot! His big mother. It's the same everywhere! Otherwise
the desert, it kills. Ca feels good to be out of Carapate Cairo saying. There was obviously no great world. This is the desert when same! So I have not much to tell. It's beautiful. It's hot. At night it is cold because we sleep under the stars. There was a small sand storm was impressive. I drove a jeep, it was cool. We ate chicken I've seen alive a few hours earlier, was good. I bathed with our guide in a hot spring. The Belgian transparent slip ... Ridiculous. And that's it. For this story
shoot crappy, I dug up a contact in a casting agency calling me to go make an appearance in a white beak Egyptian film ... I go there (it's not too poorly paid) and now I am told that the producer is crappy it pays not always as it should and wants to not spin the gold coins before the shooting . It cancels all! I'm wasting my time and money. THE plane to Egypt. After my debut in " Trankil 'chatting " I thought to start my international career. It missed. The cycle of bad luck continued. That's for later. That
. Woes on woes. And drink to forget. But hopefully, I have lots of plans for work and make me a little corn, it should just be patient. It will Inshallah . I just want to continue to live my life in the big bourge Cairo ... Go
say!

March 19 March 12

Shares of the day:
- 9am to Caisse d'Epargne, Paris street (near the Garden State, then travel to the Rue Jean Chatel BR with meeting with the Vice President of the Federation of Banks: leafleting, explanations and discussions with customers.
- 14h : Same type of operation to the SFR, rue de Nice.

Plenary Meeting of COSPAR: 9.30
Developed by Max Banon, CGTR the South on issues of internal organization and in particular on the issue of coordination between the south and north on decisions taken by COSPAR and of actions.
It is recalled and reaffirmed that there is no COSPAR COSPAR South and North. There is only COSPAR, based in Saint-Denis, which gives instructions after discussion and decision at plenary meetings. This does not include representatives of the various components of South to meet to coordinate and organize various activities and events in the South, in compliance with the guidelines and instructions issued by COSPAR. When, for strategic reasons, it was decided to suspend the COSPAR particular type of action, the regulation applies to the North and West, and South, as in the East. Max
Banon mentions the possibility of setting up an organizing committee and a communications committee of COSPAR. The issue was not decided.

Meeting scheduled at the Prefecture on wages 15h
The issue of negotiation Pay led to lengthy debates. After the reaffirmation by the two communities (CG and CR) on 11 at night not to participate in the increase of € 200 claimed by COSPAR on low wages, low pensions, minimum benefits, student scholarships, trading on the 150 € that proved more difficult: should we focus on wage bargaining and the one on the minimum welfare, pensions, scholarships ...?
respective postures of the Prefect, the MEDEF, the CGPME problems that seemed more ...
It was finally decided that COSPAR would not travel to the meeting of the Prefecture under 15h, without breaking the negotiations.
A letter was drafted and faxed to the Warden to explain the reasons for the decision of COSPAR.

Mr. Reeve,

It does not thirty five years of no social dialogue in 48 hours!
You demand that wage negotiations result in 2 days on the basis of a financial package which the government will make up to 100 euros and the employers of 50 or 150 euros in total instead of the 200 claimed.
We recall that we solemnly pledged to the people of Reunion to obtain 200 euros for not only low wages private and public but also for the recipients of social minima, small pensions and student grants.
We recall that a meeting on three lives of minimum social and it is beyond question that the COSPAR leaves a portion of the population, especially youth, on the roadside. We demand to open negotiations on minimum social benefits. The COSPAR
denounces the attitude of employers who obviously does not make a substantial effort on wages and your game exploits the ambiguous events of March 10 to lobby for an early signing only on wages in the private sector.
What crashes? We ask
200 euros for all low income and not 150!
The 100 euros proposed by the state are valid 36 months, what will happen next?
Medef does not go beyond the paltry 50 euros exempt from charges, CGPME about it remains very unclear. The COSPAR
estimated that there are far too vague in the employers' proposals and not enough security in those of the State to affix his signature on a document, so we request the postponement of negotiations until the employers make a more serious proposal and that the State provides clear answers on the length of the device. In any
event, COSPAR can not be satisfied with the current status of discussions whether income, benefits, minimum income, low pensions, student grants and prices but also intends to strengthen its efforts to obtain satisfaction.

COSPAR
Thursday, March 12, 2009

COSPAR By this letter reaffirms its willingness to give priority to give priority to emergency measures, and about 200 € not confirm an overall agreement and not just a wage agreement. This letter
was faxed late morning, another proposal will meet the Prefect for a meeting on Friday March 13 to 15 h.

Meeting at 14:30 CGTR between unions
This meeting was to:
- the national strike on March 19
- an exchange on the different possible scenarios concerning wage bargaining.

Regarding the strike on March 19, after exchanges between these organizations, the opportunity to relay the national strike in Reunion, and the likely difficulties of raising a third day in the same month (effect losses wages) and during school holidays, it was concluded that due to the current context it was difficult not to relay this movement.

As regards wage bargaining unions have devised several scenarios that could take into account the urgency of the claims without leaving aside the question of minimum social, small pensions, student grants. The issue is complex in that some minimum welfare within the jurisdiction of the state and the competence of other communities, including the General Council. One option could be to push employers towards a multi-year agreement for three years with a spread over that period of his contribution to the effort required, This effort may be adjusted depending on the size of the company. With an increased load on the employer's contribution, it would be possible to identify a part of the State contribution (RTSA) for minimum social and even small pensions. The question remains raised a total clearance of communities in the device. Also what about low salaries of municipal employees, contractors and those of various public functions?

Meeting at the CFDT 16h of the governance component of COSPAR
At this meeting the member associations of COSPAR exchanged their particular problems, including negotiations on price, housing, and of course the minimum social and small pensions.
The negotiations on prices is still in progress and advance slowly. After agreement in principle Prefecture passage of 500 consumer items, it is now time to discuss and agree with the GD, but also with small businesses on the percentages of decline. The principle was that the act Prefecture percentage decrease for a given item would be uniform.
associations wishing to apply to the Prefect re-discussion of the price of the gas cylinder and lower fuel prices. She also wanted resume negotiations on social rents. They want to finally address the claim to promote local employment.

Plenary Meeting of COSPAR to the CFDT 18h
Report of two meetings mentioned above.

The principle at the meeting to relay the strike on March 19 is validated by COSPAR. It remains to determine the type of events or transactions to establish that day.
Regarding negotiations for 200 € COSPAR reaffirm its determination to conclude a comprehensive agreement, even if it is sequenced between wages, minimum social pension ...

Question participation at the second meeting proposed by the Prefect (Friday 13 to 15h) is raised again as information is received between the time that Reeve would impose negotiations on the sole screenplay State 100 € / MEDEF - CGPME € 50.
The discussion on participation in the COSPAR meeting Friday 13 to 15h Prefecture continues tomorrow morning ...

Gatherings Saturday 14 and Sunday, March 15
As a reminder the principle of two events on Saturday 14 to 15h on the forecourt of Human rights in Saint-Denis and Sunday 15 to 15h in Saint-Pierre is validated by COSPAR. At the meeting held tonight at St. Pierre was offered to host the event on the Waterfront of St. Peter, but someone must take responsibility to seek permission for the rally to the Mayor (or Sub-Prefect?). On the other hand there is the issue of sound that is not set (car sound system, podium with soundtrack provided by the municipality?) These issues must be resolved very quickly. It should also be prepared - and this holds true for the North and South alike - information towards the public and media. There is little time!

NEXT MEETING OF THE COSPAR CFDT

Follando En Baby Long

REPORT OF DAY OF March 11

Morning Meeting in the CFDT
- Exchange on the day of strikes and demonstrations on March 10. Reminder of the need, especially at events of this magnitude to observe the previously discussed and validated both in terms of safety and public speaking as parallel actions. There is both the cohesion and credibility of COSPAR overlooked population.
- Exchanges on the planned meeting in the afternoon at the Prefecture on wages in the presence of MEDEF and CGPME. Focus on strategy and communication.

Morning working group on the prize went to the Prefecture to discuss with representatives of the distribution of the list of products offered by COSPAR.

14h: Meeting at the Prefecture on wages between unions of employees, MEDEF, CGPME, the Prefect. The highly directional Prefect wants to reach an agreement as soon as possible with employers' organizations. COSPAR, who asked to meet with the presidents of both communities provided the answer.

14h: "action" at the head of MEDEF to support meeting of the prefecture. The 4 components are present with a strong component of student engagement.

17:30 meeting in the Region from COSPAR, the President of the Regional Council, Paul Vergès and the President of the General Council, Nassimah Dindar. The presidents of the two communities are not conducive to participation on their part to finance the increase claimed by COSPAR for salaries in the private sector. A "montage" alternative is being considered.

20h: back to the CFDT to take stock of the day and develop the organization of the sequence of actions and meetings.
Warden wishes to meet again the unions as soon as possible to finalize any agreement on wages, but a discussion between members of COSPAR required before taking such a decision.
"Shares" COSPAR for tomorrow and after tomorrow are known members present yesterday and today.

In the SOUTH, fifty comrades from various organizations came together COSPAR Zac Canabady. Operations "closed curtains" at CFB and Peugeot. Part of the protesters headed worm Hyper Crack. A delegation of COSPAR

On all these questions, the representative of the Chancellor made no answer. The Rector will again be arrested upon his return from Paris where he is supposed to share the grievances of the students to the Ministers of Education and Higher Education.

A meeting took place late afternoon at the Prefecture on the question of our demand increase € 200 monthly net wages (up to 1.4 SMIC), low pensions, minimum welfare, student grants.
Warden led the meeting. Present were Chairman of the Regional Council, the President of the General Council, the representatives of MEDEF and the CGPME.
MEDEF has proposed an increase of 50 € net monthly as a premium; CGPME that member companies of the confederation could be up to 50 € in the context of social negotiations and to come within the framework of an incentive contract.
Both communities have refused to engage in particular because of the fact that their participation in potentially higher wages affected their ability to fulfill their social missions with the most disadvantaged. The President of the Regional Council has also submitted the risk of unequal treatment of the suggested measure between those who benefit and the other just above the ceiling of 1.4 times the SMIC, and the fate of the device by one year. No commitments were made on low pensions or on social minima.
Warden has proposed another meeting Wednesday, March 11. Wednesday is also scheduled a meeting with the Association Mayors.

Regarding the price of bottled gas and fuel prices the prefect announced the following decisions:

As of March 11
- down 6 cents per liter of diesel (0.93 instead of € 0 € 99)
- down 4 cents a liter of unleaded (1.20 € instead of 1,24 €)
- down 3 € on the price of the gas bottle (17 € instead of 20 € )

So this is a first small step.

down the price of bottled gas and fuel

Applications in COSPAR Emergency Social particularly concerned about the declining price of the gas cylinder of 5 € and 10 cents on fuel.
The successful mobilization of March 5, the continuous pressure applied by the COSPAR has provided a first step.
More than ever, the change must continue to get more, for better, for the satisfaction of claims of COSPAR.

My Cat Swallowed A Ribbon

March 9 March 5

Dear comrades,

1. On behalf of COSPAR, I salute you all for being here so many and so many of the voices of La Reunion. In all ultramarine, for weeks, people took to the streets, clear, goes on strike and demands immediate action to upgrade low wages and lower prices. I would also like on behalf of COSPAR, on behalf of us all gathered here to pay tribute to our fellow trade unionist and member of the LKP, Jacques Bino assassinated on February 17.
And always on behalf of COSPAR, I offer a course hello to our fraternal brothers of Guadeloupe, Martinique, Guyana and other overseas territories!

2. In Reunion, the minority that holds the economic power feared the coming of the day the Réunion Reunion and get together, as can the day meetings, beyond their differences, bringing together all their forces to speak with one voice! This gathering is necessary because those who hold the levers of the economy do not want any change. Yes, a still powerful fraction of employers are afraid that the meetings did descend en masse into the streets to express their discontent.

3. Well, today, this day has come! What the dreaded MEDEF, is happening, yes, there are thousands here in Saint-Denis, thousands in the south to St. Pierre for the voice of Reunion! To hear the voices of those who are tired of living, those who are fed up of monopolies, those who are tired of low wages, fed up with unfulfilled promises! Those who now find themselves behind the slogans of social urgency that I ask you to take with me

POVERTY, ARET EK SA!
DEAR LIFE, HER EK ARET!
UNEMPLOYMENT SA ARET EK!
PRECARIOUSNESS, ARET EK SA!
LOW WAGES, NV ARET EK!

4. Today, my friends, Reunion fully fit in the historical movement which stirred for weeks while the overseas! It is indeed an unprecedented move by the simultaneity of its claims, unprecedented power of its popular support, and I think obviously in Guadeloupe where popular support is the strength of a movement that has lasted for 24 January!

Today you have been thousands to march behind the banner of COSPAR in Saint-Denis as at St. Peter.

5. While some wonder, what's the COSPAR? COSPAR is not Inter, not a conglomeration of corporatism is above all a true collective, a gathering of union forces and political associations, an unprecedented gathering in history The recent meeting. COSPAR is the Collective of trade unions and political associations of the Meeting. He was born in the Possession 5 February 2009 and he soon met the accession of the forces of La Reunion: A total of over 45 organizations came together to defend a set of immediate demands and to develop, in consensus, a platform of demands to leave the meeting of its economic dependence and end the social injustice that prevails there. You understood, COSPAR meetings and belongs to someone else!

6. COSPAR Why? The first expresses the collective refusal to suffer the crisis: meetings are no longer willing to poverty wages, they no longer want to impose their monopoly pricing, they do want more economic development that this only serves 'to enrich the few who has the upper hand over those territories. In short, COSPAR like other collections of other overseas territories, was born of a social malaise which has continued to grow for years in Reunion and other FOD. It is thus the most legitimate expression of popular aspirations for genuine social justice.

7. COSPAR wants? The Collective wants to end a situation unacceptable: first by requiring urgent action because the crisis is hitting more and the poorest hardest. COSPAR recalls that 30% of the population of minimum social, 52% live below the poverty line and unemployment hit 24% of workers Reunion. So there is definitely a social emergency. Aggravating fact, in 2008, unemployment in Reunion has increased by 18% against 11% in France! Yes, that's social emergency! Require immediate solutions to enable Reunion hit by the crisis to address, at least to be able to feed and shelter.

8. COSPAR but wants to go beyond these first steps. The Collective has been working on a platform of demands on the problem of income, purchasing power, prices, employment, housing, utilities. In its current state, this platform now contains 62 measures to be implemented. They constitute a first base protest. But COSPAR sees further: something is being born overseas in a vast movement of questioning situations annuities, a social and political movement that will not stop until the overseas territories have not take charge of their own destiny and put an end to the unfairness of a system that keeps them in economic dependence.

9. COSPAR fight against those who have an interest to perpetuate this dependence because it is that enriches and perpetuates their poverty a part of the population.
Who is responsible for this situation? We saw in Guadeloupe, MEDEF is the main obstacle to an agreement: the local business does not lose a crumb of his power. In Reunion, the employers, the employers but I say let's be clear my comrades, we are not talking of small employers craftsmen or very small businesses conditions are often precarious, we are talking about these large groups that monopolize entire sectors of the island's economy, MEDEF for not naming him, the bosses of The Economic Meeting, that the first charge! The employers
meetings, employers who refused for years to negotiate on wages, employers who did not apply the collective agreements in the companies, employers who feared a mass movement is the one who advised us recently not to go down the street who says, "between wages and employment, we must choose." It calls for "dialogue" that he refuses any dialogue since years! The employers Reunion claims to want to preserve social peace!

But what peace? What
social peace in a country where the majority of Reunion live below the poverty line? What
social peace when much of society is excluded Reunion labor is excluded from knowledge, is excluded from the complementary health care, is excluded from responsibilities? What
social peace Reunion Reunion if all can not work there? What if social peace
many meetings do not have access to decent housing? What
social peace when so many young Reunion have no future unemployment? 49% of Reunion youngsters 15 to 24 years are unemployed! 49%!
So yes, what peace?
Social peace, what does the business, is one of submission, the peace of resignation, that of contempt of employees. Well, this "social peace", my friends, we do not want!
How could there be social peace when there is no equitable distribution of wealth?
How could there be social peace while it is always the same people who benefit from government action?

NO PEACE IS POSSIBLE WITHOUT SOCIAL JUSTICE SOCIAL!

Because it has been over twenty years MEDEF indecent practice lobbying for still more aid from public funds, twenty years MEDEF stubbornly refuses any incipient dialogue that could lead to a fairer sharing of wealth!
What is the balance of tax exemption devices and Release which succeed for twenty years?
How many billions of euros paid by employees taxpayers have been spent to supposedly create jobs in the Overseas General and Reunion in particular?
How, my friends? You, you know? Between 2000 and 2005 in 5 years, therefore, employers overseas, in respect only of contribution holidays, received 5 billion 520 million euros! In 5 years, 5 billion 500 million exemption, thus ignoring other benefits, including tax exemption that allows the largest fortunes overseas to avoid paying tax!

In 2007, 200 wealthy taxpayers were able to avoid paying tax in the Martinique 200 richest did so in Guadeloupe and 500 also rich in Paris. And Reunion? In Reunion, comrade, the island all records, 800, yes, you understand, 800 rich have managed to pay no income tax!

10. And all that, all these exemptions and tax savings, with what result? How many jobs? What reduction in unemployment in the overseas? What reduction in inequality? You know what the reports say government officials on the effects of this policy in terms of jobs? These reports do not dare to give any figures, they just say that the relief devices have a "low impact", it means that the gift of one billion euros were each year to ultramarine bosses do not create jobs!
tax exemption devices that allow high earners to avoid tax, it is the famous "tax loopholes" for which the cream of the employers came to demonstrate outside the prefecture last October, because when it comes to defending their exorbitant privileges, the bosses do not hesitate to express! However, these measures only oriented companies and the wealthiest taxpayers dig social inequalities and promote profiteering of a minority that is actually the real beneficiary of these devices expensive.
They do not create jobs, they do not prevent job insecurity, or illiteracy, or the failure and exclusion from school, or the slums! And these patterns
stuffed with billions of euros will not hear talk of salary increases! These patterns that make money on everything that is imported, do not want to hear about a 20% drop on consumer goods!

11. That's why COSPAR deems necessary to develop a real platform. COSPAR rejects development plans that promote the MEDEF employers and forget Meetings.
Yes, increase the incomes of Reunion, salaries, minimum benefits, pensions, scholarships for students!
Yes, we must break down prices and margins for importers and distributors extravagant!
Yes, we must create sustainable jobs,
Yes, we need more social housing with affordable rent!
Yes, we need more public services!
Yes, an agriculture that can feed the territory!
Yes, change Reunion!
These are issues of a program developed collectively within the framework of COSPAR.

Finally, at a time when the government not hesitate to put 360 billion euros on the table to save the banks but finds it impossible to raise € 200 the lowest wages, COSPAR can not but point also the responsibility of the state.
Nationally, we have just seen, the successive political development for overseas despite their costs and questionable effectiveness on the job, have never been accurately assessed nor really challenged.
Locally, the state officials are not playing their role of arbitrator as was seen with the inevitable failure of the price observatory or with the fuel crisis in November. It took an early mobilization of COSPAR to react and that the Prefect informs us weeks ago that he would meet with leaders of major retailers and employers to keep them "he said speaking truth on prices and social dialogue.

My friends, if we're here today is first to require an answer to the social emergency.

I recall the immediate demands of COSPAR AND I WILL ASK YOU IF YOU AGREE TO
:

1) immediate rehabilitation of 200 € net for low wages, pensions, on minimum social benefits and student grants. Are you in favor of this measure?
2) Drop immediate 5 € on the gas cylinder: Are you in favor of this measure?
3) 20% reduction on consumer goods: are you in favor of this measure?
4) freeze rents in social housing by 2009: Are you in favor of this measure?
You have unanimously approved these emergency measures: a delegation of COSPAR going to hand deliver to the Prefect of Reunion with the platform containing the 62 measures.
We now expect the Prefect of Reunion to take responsibilities and organize as soon as possible, a roundtable discussion with various stakeholders, government representatives, employers and those responsible members of COSPAR to find an answer to the first steps required by the Collective.

Comrade! This Thursday, March 5 is the first step. COSPAR for the fight continues. We call the whole population of Reunion to continue and expand the mobilization of today. In every town, every neighborhood, every business or service throughout the island, workers who are employed as those who are private meetings that have difficulty curling for months, those who can not pay their rent, who do not even have a decent home, those who are denied public housing, those who are tired of high prices and the decline of their power purchase, all and all, we must continue to meet, think together and we always raise more. The platform of COSPAR is a tool of all is the basis for the fight of all meetings for a better future.
Is it too much to ask that the meeting could afford to put in place in their countries, through concerted action, a policy of fair prices, incomes and taxation, to implement development sustainable?

Alon mèt ansamn all forces, all the intelligence Reunion to win, because we know that the day today will not, by itself, sufficient, it is a work in progress but your number, our number in March 5, shows that the work we can do it! Well my friends, the work we do together! All together!

Shooting Malole dann Zié Reyona the po bous your Zié Sort fénoir dann!

The 45 trade unions, associations and political Thank you all. And now stand together on site to share this moment of conviviality, to exchange and continue to enrich the debate on the future of Reunion!
